Pope Leo urges world to 'slow down' on AI in fervent first manifesto

Pope Leo urged governments to slow down and closely regulate the development of AI systems in his first major document, released on Monday, warning that they spread misinformation, prioritise conflict and risk leading the world down a path of unending war.

 

Leo, who has adopted a more forceful tone in recent months and has drawn the ire of U.S. President Donald Trump after criticising the Iran war, made a range of impassioned appeals to world leaders in the lengthy text, known as an encyclical.

 

The first U.S. pope called for ownership of AI data not to be left solely in private hands, for policy-makers to protect the rights of workers and keep children safe from the technology, and urged the cooling of competition between AI companies.

 

"What is needed is a more active political involvement that is capable of slowing things down when everything is accelerating," said Leo in the text, entitled "Magnifica Humanitas" (Magnificent Humanity).

 

The pope called for “robust legal frameworks, independent oversight, informed users and a political system that does not abdicate its responsibility.”

 

Encyclicals are one of the highest forms of teaching from a pontiff to the Church's 1.4 billion members.

 

Monday's highly anticipated text, spanning nearly 43,000 words, has been in the works nearly since Leo's election as pope a little more than a year ago.

 

POPE REPUDIATES 'JUST WAR' THEORY

 

The document, which addressed AI as its main theme, also decried the number of wars roiling the world, ⁠lamented the weakening of multilateral organisations and warned that arms industry profits were a driving force behind conflicts.

 

"The past 60 years have been marked by conflicts of astonishing brutality, often affecting civilian populations on a massive scale," stated Leo, in the English-language text.

 

"Humanity is slipping into a violent culture of power, where peace no longer appears as a responsibility to be taken on, but as a fragile interval between conflicts," he said.

 

At a Vatican event presenting the text on Monday, the co-founder of Anthropic, one of the world's top AI companies, thanked Leo for addressing the problems raised by the disruptive, new technology. He said firms like his faced strong commercial pressures and needed outside scrutiny.

 

"Every frontier AI lab, including Anthropic, operates inside a set of incentives and constraints that can sometimes conflict with doing the right thing," Chris Olah said. Anthropic is the company that produces the Claude AI tools.

 

In his encyclical, Leo also made one of the clearest statements yet from a pope repudiating the just war theory, a doctrine the Church has used since at least the fifth century to evaluate global conflicts.

 

The doctrine, which generally says that wars should only be waged in order to defend against aggression, has also been invoked by Trump administration officials, including Vice President JD Vance, a Catholic, to defend the Iran war.

 

"The 'just war' theory which has all too often been used to justify any kind of war, is now outdated," wrote Leo.

 

“The use of force, violence and weapons reflects a relational poverty that always has disastrous consequences for civilian populations.”

 

Leo also expressed concern that leaders could start ⁠wars to distract citizens from domestic issues.

 

"We cannot rule out the possibility that some leaders may consider armed conflict as an effective way of diverting attention from domestic problems and a cynical tool for managing difficulties," he stated.

 

POPE APOLOGISES FOR CHURCH'S ROLE IN SLAVERY

 

The pope said any use of AI in warfare "must be subject to the most rigorous ethical constraints" and called it "not permissible" to entrust AI systems with lethal decisions.

 

Leo, the 14th pope to choose that name, cited centuries of prior papal teachings on social justice issues before addressing the ethics of AI systems.

 

He specifically invoked his predecessor Leo XIII, who published a famed encyclical in 1891 that called for better pay and conditions for labourers during the Industrial Revolution.

 

Leo XIV decried what he called "new forms of slavery" endured by people tending AI systems and factory workers who produce the technological devices, such as computers ⁠and smartphones, on which AI is used.

 

"In some regions of the world, children and adolescents work in dangerous conditions, crushing the materials from which rare earth elements are extracted," wrote the pope.

 

"The bodies of these people are scarred, injured and worn down so that computational flow may continue uninterruptedly," he said. “This reality deeply challenges the moral conscience of our time.”

 

The pope also acknowledged that the Catholic Church did not forcefully condemn transatlantic slavery until the 19th century, and made a personal apology.

 

"This constitutes a wound in Christian memory," he wrote. “For this, in the name of the Church, ⁠I sincerely ask for pardon.”

 

POPE URGES WORLD TO ADDRESS AI RISKS

 

Leo, who stated in the opening of the letter that he wanted to address Catholics and all people of good will, said society must face "crucial questions" about how AI was developing and the general direction of global leadership.

 

Invoking the biblical story of the Tower of Babel -- where a human tribe is driven by pride to try to create a tower tall enough to reach Heaven, angering God -- the pope said the story shows the risk of any enterprise ⁠that “aspires to reach heaven without God's blessing.”

 

"With the heart of a shepherd and a father, I ask everyone to abandon the construction of yet another Tower of Babel and to join forces in building up the common good," the pope stated.

 

Leo urged the world not to give up on addressing the possible risks of AI systems.

 

"A subtle temptation may emerge, namely the thought that the problems are too big and we are too small, and that our choices, therefore, cannot make a difference," he wrote.

 

"Certainly, not everyone has the same power to make a difference," Leo said. “Yet, no one is without responsibility. We all have our own areas for action.”

No government pension? Surekuma Scheme offers alternative retirement benefits, says Social Security Board

The “Surekuma” pension scheme remains open for all individuals aged between 18 and 59 who are not entitled to government pension benefits, the Sri Lanka Social Security Board has announced.

 

In a statement, the Board said applicants are able to select their preferred pension amount based on their financial capacity and contribution ability.

 

Under the scheme, members will be entitled to a range of benefits, including a guaranteed monthly pension of Rs. 50,000 from the age of 60 until the end of life, depending on the selected plan.

 

The Board further stated that missed premium payments will not result in loss of benefits, as pension payouts will be adjusted in line with the accumulated balance in the member’s account.

 

In the event of the death of a member after retirement, the surviving spouse or dependent will continue to receive the pension until the member would have reached the age of 80.

 

If death occurs before pension commencement, Rs. 100,000 will be paid for funeral expenses, along with the option for the spouse to continue pension eligibility or withdraw the contributed amount with investment returns.

 

The statement further noted that in cases of disability caused by accident or illness, members will receive a Rs. 500,000 lump sum payment and a lifetime pension from the date of disability, with exemption from future contributions.

 

For permanent partial disability, a Rs. 100,000 payment will be provided, along with possible financial assistance for children’s education and other needs.

 

The scheme also allows applicants aged 18 to 29 to access benefits in flexible formats, including monthly, annual, or lump-sum payments depending on their requirements.

 

The Social Security Board added that contributions can be made between the ages of 20 and 45, with flexible payment options including quarterly, annual, and multi-year plans ranging from two to four years.

Sri Lanka’s exports surpass US$ 5.7 billion in first four months of 2026

Sri Lanka’s total exports, comprising both merchandise and services, reached US$ 1,380.93 million in April 2026, recording a year-on-year growth of 6 % compared to April 2025, the Sri Lanka Export Development Board (EDB) has stated.

 

According to provisional data released by Sri Lanka Customs, together with estimated figures for Gems & Jewellery and Petroleum Products, merchandise exports in April 2026 increased by 9.87% to US$ 1,063.77 million.

 

Earnings from services exports were estimated at US$ 317.16 million in April 2026, underscoring the growing importance of the services sector in driving Sri Lanka’s overall export performance, the EDB noted.

 

On a cumulative basis, total exports for the period January to April 2026 are estimated at US$ 5,784.38 million, reflecting a growth of 4.3 % over the corresponding period in 2025.

 

The EDB in a statement said that the positive export performance recorded during the first four months of 2026 highlights the resilience of Sri Lanka’s external sector. Sustained export earnings, supported by stable merchandise trade and the growing contribution of services exports, indicate a steady and encouraging recovery trajectory for the Sri Lankan economy in 2026.

 

Commenting on the export performance in April 2026, Mangala Wijesinghe, Chairman and Chief Executive Officer of the Sri Lanka Export Development Board (EDB), stated:

 

“Sri Lanka’s export sector continued to demonstrate resilience in April 2026, with total exports reaching US$ 1,380.93 million, recording a year-on-year growth of 6 % compared to April 2025. Merchandise exports recorded a notable increase of 9.87%, while services exports continued to make a significant contribution to overall export earnings, reflecting the growing importance of the services sector within the country’s export portfolio.

 

The cumulative export earnings of US$ 5,784.38 million during the first four months of 2026 underscore the stability and resilience of Sri Lanka’s export sector, despite challenging global economic conditions. Continued export promotion initiatives, market diversification efforts, and the implementation of strategic measures under the National Export Development Plan are expected to further strengthen export growth momentum and support the achievement of Sri Lanka’s export targets for 2026.”

 

Further analysis indicates that cumulative merchandise export earnings amounted to US$ 4,524.62 million during the period January to April 2026, reflecting a 4.8 % increase compared to the corresponding period in 2025.

 

Meanwhile, services exports maintained their positive growth momentum during the same period, increasing to an estimated US$ 1,259.76 million.

Ex- Minister Wimal Weerawansa granted bail

Former Minister Wimal Weerawansa, who was arrested by the Thalangama Police earlier today (25), has been granted bail by the Kaduwela Magistrate’s Court.

 

He was released on a surety bail amounting to Rs. 500,000, Ada Derana reporter said.

 

Former Minister Weerawansa was arrested this morning after arriving at the Thalangama Police Station to provide a statement regarding a recent incident that occurred near the National War Heroes’ Monument in Battaramulla.

 

On 18 May, police stated that legal action would be taken against a group, including the leader of the National Freedom Front (NFF), former Member of Parliament Wimal Weerawansa, over allegations of obstructing rehearsal held in preparation for the National War Heroes’ Day commemoration.

 

Police further noted that during rehearsals and preparatory arrangements for the main ceremony, a group of approximately 35 individuals, including the former MP, allegedly attempted to enter the National War Heroes’ Monument premises without authorization, thereby disrupting official duties and scheduled rehearsal activities. Officers present at the scene reportedly prevented entry and subsequently removed the group from the location.

 

Authorities confirmed that legal action will be pursued against those involved.

 

Meanwhile, a heated situation arose between police and former MP Wimal Weerawansa when he arrived at the War Heroes’ Monument near Parliament to pay floral tributes. He, along with a group comprising party activists, visited the site on 18 May to commemorate fallen soldiers who sacrificed their lives during the humanitarian operation.

 

However, a dispute occurred after security officials denied access to the memorial area for the laying of floral tributes, resulting in heightened tensions at the site. 

 

Video footage also captured the former MP falling to the ground during an attempt to move forward as officers attempted to push the group back.

 

Subsequently, two individuals present at the scene were arrested and placed in a police vehicle. Weerawansa also entered the vehicle after which the arrested individuals were later released by police.
