Sri Lanka launches digital compensation management system for disaster-affected communities

The National Disaster Relief Services Centre (NDRSC), operating under the Ministry of Defence, officially launched a new digital compensation management system and community feedback mechanism aimed at supporting communities affected by Cyclone Ditwah.

 

The initiative was developed with financial assistance from the Government of Norway and support from the United Nations Children’s Fund (UNICEF) and the United Nations Volunteers (UNV) programme.

 

The launch event was held at the Bandaranaike Memorial International Conference Hall with the participation of Deputy Minister of Defence, retired Major General Aruna Jayasekara.

 

According to officials, the digital system has been designed to provide faster, more transparent, and easily accessible assistance services for disaster-affected communities while reducing administrative difficulties faced by both government officials and affected families.

 

Under the new system, disaster victims can submit compensation requests online through their respective Grama Niladhari officers.
Additionally, the NDRSC also introduced a Community Feedback Mechanism, enabling members of the public to directly submit inquiries and concerns to the Centre.

 

The mechanism operates in Sinhala, Tamil, and English on weekdays from 9:00 a.m. to 4:00 p.m. through the hotline 071 6 807 807 or via a designated QR code.

 

Following an initial review, each inquiry will be referred to relevant national or regional-level NDRSC officials for further action and follow-up.

 

A unique tracking code will also be issued for every inquiry submitted, allowing individuals to monitor the progress of their requests through the hotline or QR code system.

 

Officials stated that the initiative is being implemented as part of the United Nations humanitarian priority response programme.

Foreign Ministry launches unified platform for overseas missions

The Ministry of Foreign Affairs, Foreign Employment and Tourism today (18) launched its revamped official website together with a newly introduced Common Website Platform for Sri Lanka Missions and Posts Abroad.

 

The launch ceremony was held at the Ministry’s Main Conference Hall with the participation of Foreign Minister Vijitha Herath, Deputy Ministers, the Ministry Secretary, senior officials, representatives of Government institutions, technical partner organizations, and Heads of Sri Lanka Missions abroad who joined online.

 

Addressing the event, Minister Herath said digital transformation is aimed at improving efficiency, accessibility, transparency, and accountability in public service delivery rather than merely introducing new technology.

 

He stated that the new platform would strengthen Sri Lanka’s digital engagement with citizens, overseas Sri Lankan communities, foreign partners, investors, tourists, and the international community.

 

Under the first phase of the Common Website Platform project, seven Sri Lankan overseas missions have been integrated into the unified system. These include the Embassy of Sri Lanka in Bucharest, the High Commission in Malé, the High Commission in New Delhi, the Embassy in Brasilia, the High Commission in Wellington, the Embassy in The Hague, and the Embassy in Cairo.

 

The Ministry noted that the project will be expanded in phases with the objective of bringing all Sri Lanka Missions abroad under a standardized digital platform in the near future.

 

The initiative was jointly carried out by the Ministry’s Public Diplomacy Division, General Administration Division, and IT Unit together with the Sri Lanka Computer Emergency Readiness Team (SLCERT), the Information and Communication Technology Agency (ICTA), the Ministry of Digital Economy, and technical partner Frontwalker (Pvt) Ltd.

 

According to the Ministry, the newly launched website and digital platform were developed with a strong focus on security, reliability, accessibility, and user-friendliness as part of the government’s wider digital transformation agenda.

US Treasury, India’s Adani Enterprises settle alleged Iran sanctions violations

The U.S. government said on Monday India’s Adani Enterprises agreed to pay $275 million to settle alleged sanctions violations involving Iran, as the Trump administration moved to resolve several cases involving Indian billionaire Gautam Adani.

 

The U.S. Treasury Department said Adani Enterprises had bought shipments of liquefied petroleum gas from a Dubai-based trader purporting to supply Omani and Iraqi gas that had actually originated from Iran. ⁠Adani is the company’s founder and chairman.

 

The U.S. Securities and Exchange Commission separately settled a civil lawsuit against Adani over an alleged scheme to bribe Indian government officials, court records showed last week, although the move is subject to court approval.

 

The Justice Department is also close to dropping related criminal fraud charges against Adani, who has promised to invest $10 billion in the U.S. economy, according to two sources familiar with the ⁠matter. That dismissal could come as soon as Monday morning, one source said.

 

U.S. prosecutors had charged Adani for allegedly agreeing to pay $265 million in bribes to Indian government officials so his company could win approval to develop ⁠India’s largest solar power plant.

 

Adani and his alleged co-conspirators raised more than $3 billion in loans and bonds by hiding their corruption from lenders and investors, prosecutors said. ⁠The Adani Group, a conglomerate that includes Adani Enterprises, has consistently denied any wrongdoing.
Adani, a close ally of Indian Prime Minister Narendra ⁠Modi, is one of the world’s richest people, with an estimated worth of $82 billion, according to Forbes magazine.

J’pura political science academics file HRCSL complaint over administrative crisis

Professors, lecturers and senior academic staff of the Department of Political Science at the University of Sri Jayewardenepura have lodged an official complaint with the Human Rights Commission of Sri Lanka (HRCSL) over a series of administrative and professional issues within the department.

 

The complaint alleges professional harassment, obstruction of academic freedom, administrative inefficiency and the failure to implement recommendations made through internal investigations.

 

According to the academics, five preliminary investigations have been conducted into matters relating to the department since 2024. They claim that the investigations confirmed administrative, professional, and ethical concerns involving the current Head of the Department, while several recommendations had also been submitted through the respective reports.

 

Following the submission of the investigation reports to the University Council on April 9, a special committee comprising council members was appointed to further review the matter and provide additional recommendations.

 

The committee has reportedly recommended the initiation of a formal disciplinary inquiry against the current Head of the Department, suspension from duties until the conclusion of the inquiry, the appointment of an acting Head from another department, and the inclusion of the preliminary investigation findings in a formal charge sheet.

 

The complainants further alleged that delays in implementing the recommendations, postponements, and alleged misinterpretations of the committee’s findings have seriously disrupted fair administrative procedures within the university.

 

They also stated that the situation has adversely affected academic freedom, professional dignity, and the right of academic staff members to a fair and secure working environment.

 

The Human Rights Commission of Sri Lanka has been requested to conduct an independent investigation into the matter and take appropriate action against the responsible parties.

UN demands Israel prevent ‘genocide’ in Gaza

The United Nations demanded on Monday (May 18) that Israel take measures to prevent acts of “genocide” in Gaza, and decried indications of “ethnic cleansing” in the Palestinian territory and in the occupied West Bank.

 

In a fresh report, the UN rights office said Israel’s actions in Gaza since the start of the war in October 2023 involved “gross violations” of international law, amounting in many cases to “war crimes and other atrocity crimes”.

 

UN rights chief Volker Turk called in the report on Israel to ensure compliance with a 2024 International Court of Justice order that it take measures to prevent acts of genocide in Gaza.

 

Israel, he said, should ensure “with immediate effect that its military does not engage in acts of genocide, (and take) all measures to prevent and punish incitement to commit genocide”.

 

Israel has repeatedly and forcefully denied allegations of genocide, which have previously been brought by rights groups like Amnesty International and Human Rights Watch, as well as independent UN experts, but never by the United Nations directly.

 

“UNLAWFUL KILLINGS”

 

Monday’s report, which covered the period from Oct 7, 2023, when Hamas’s unprecedented attack inside Israel sparked the Gaza war, up to May 2025, also condemned “serious violations” including some amounting to war crimes, by Palestinian armed groups during the initial attack and after.

 

The Hamas attack resulted in the deaths of 1,221 people on the Israeli side, most of them civilians, according to an AFP tally based on official data.

 

Monday’s report highlighted the abuse suffered by the hostages seized by the Palestinian armed groups, many of whom reported torture and sexual abuse as they were held “in inhumane conditions” for months on end.

 

“Most hostages who died in Gaza died while held in secret detention, either killed by their captors or impacts of the conflict occurring around them,” it said.

 

Most of the focus however was on Israel’s actions in Gaza, where its retaliatory military campaign has killed more than 72,000 people, according to the health ministry in the Hamas-run territory, whose figures are considered reliable by the UN.

 

Hundreds of thousands of people are still living in tents and conditions remain dire despite a ceasefire that took effect in October last year.

 

“The ceasefire diminished the immense scale of violence up to that point, and opened some modest humanitarian space,” Ajith Sunghay, head of the UN rights office in the occupied Palestinian territories, told reporters in Geneva.

 

“But killings and the destruction of infrastructure have continued on an almost daily basis, and the overall humanitarian situation remains dire,” he warned.

 

A large proportion of the killings since the start of the war “appear unlawful”, the report said.

 

It also highlighted how Israel had “directed attacks on civilian or protected objects, including healthcare and medical facilities and attacks on civilians, including journalists, civil defenders, health workers, humanitarian actors and police in a routine and repeated fashion”.

 

Israel’s conduct in Gaza had rendered living conditions in much of the territory “incompatible with Palestinians continued existence as a group”, it warned.

 

The report also looked at the situation in the West Bank, where violence has spiralled since the start of the war in Gaza, pointing out that “the use of unnecessary and disproportionate force (there had) led to hundreds of unlawful killings”.

 

“COLLECTIVE PUNISHMENT”

 

“Force displacement on a mass scale” had been seen in both Gaza and the West Bank, it said.

 

It charged that “the deliberate and unlawful destruction of wide swathes of Gaza”, coupled with “the emptying and destruction of large parts of refugee camps in northern West Bank”, had contributed to forcing Palestinians from their homes, “with strong indications that Israel intends their displacement to be permanent”.

 

Taken together, Israel’s repeated violations across the occupied Palestinian territories indicated a pattern aimed at doling out “collective punishment of Palestinians”, and “forced displacement, emptying and ethnic cleansing of large parts of the Occupied Palestinian Territory”, said the report.

 

“Incitement and derogatory and dehumanising language targeted at Palestinians as a group from Israeli officials was also observed with no accountability,” it warned.

 

The rights office stressed that it was “essential that there is due reckoning” for all violations listed in the report through “credible and impartial judicial bodies”.

 

Sunghay warned that “in a context like this, lack of action is not passivity. It is a license”.
