Everybody expresses opinions and expert views on the 13th amendment to the constitution. There is a village saying that even lizards shout their loudest when they come to the city. However, whatever said by whomever, the President has the final say to retain or repeal the 13th amendment, said Public Relations and Public Affairs Minister Mervyn Silva.
Minister Silva was responding to questions by journalists on the 13th amendment issue during a media briefing on the preparations for the commemoration of popular singer H.R. Jothipala to be held on July 7 at the Sugathadasa Indoor Stadium.
The Kala Lanka Foundation under Minister Mervyn Silva’s chairmanship is to commemorate H.R. Jothipala by holding a musical event where entrance will be free.
