The Human Rights Commission of Sri Lanka (HRCSL) has initiated an investigation into the death of a person, who reportedly died following an alleged assault by officers of the Homagama Police Station after being taken into custody.
The Commission said it initiated the investigation on its own motion under reference number HRC/SUO/MOTU/13/26 following media reports concerning the incident.
In addition, two complaints have been lodged with the Commission by relatives of the deceased. As part of the investigation, HRCSL officers have visited the Homagama Police Station and obtained relevant information, the HRCSL said in a statement.
They have also visited the residences of the deceased person’s relatives and recorded their statements, it stated.
The Commission has expressed serious concern over the continued occurrence of deaths in police custody and following arrest.
A review of complaints received by the HRCSL revealed that, between January 2020 and 31 March 2025, there were 49 reported deaths in police custody and 30 deaths resulting from confrontations with the police following arrest.
In response to these concerns, the Commission developed guidelines on the appropriate treatment of suspects taken into custody, following discussions with the Inspector General of Police (IGP). These guidelines were subsequently issued, and the IGP circulated them to all police stations through a circular, the statement said.
The Commission’s ongoing investigation into the Homagama incident has revealed that the police officers concerned appear not to have acted in accordance with the guidelines issued by the Commission, according to the statement.
As part of the investigative process, the Commission has summoned the police officers concerned to appear before the HRCSL at 1.30 p.m. tomorrow (29).
The Commission has also decided to obtain the post-mortem examination report from the medical officer who conducted the examination of the deceased, the statement added.
The Human Rights Commission of Sri Lanka reiterated its grave concern regarding deaths occurring in police custody and following arrest.
The Commission emphasises the importance of ensuring that all persons taken into custody are treated in accordance with human rights standards and the applicable guidelines.
According to the statement, the HRCSL will issue its final determination upon completion of all relevant investigative procedures.
