The Ministry of Public Administration, Provincial Councils and Local Government has taken steps to implement the 2027 annual transfers for officers in the Super Grade of the Management Service Officers’ Service.

According to the Public Administration Circular No. 18/2026, the transfers are scheduled to take effect from January 1, 2027.

Eligibility for Transfers

Officers who have completed five years of service at a preferred station will be subject to compulsory transfer.

Meanwhile, officers who have completed two years of service at another station will also be eligible to apply for transfers.

Applications for the 2027 annual transfers must be submitted online through the designated Management Information System for Public Administration.

Officers are also required to ensure that their basic personal information and details of previous service stations are accurately updated in the system.

Appeals Against Transfer Orders

The circular states that applications for certain transfers will not be accepted during the period from August 25 to December 31, 2026.

Officers who wish to appeal against annual transfer decisions must submit their appeals within the stipulated period.

An appeal against a transfer order must be submitted within 14 days from the date on which the transfer order is issued to the relevant officer, according to the circular.

The 2027 annual transfer process will take into consideration factors including the officer’s period of service, current station and transfer requests, with the relevant transfers scheduled to come into effect from January 1, 2027.
