A special discussion has been held to expedite the finalization of the India-Sri Lanka Memoranda of Understanding (MoUs) planned for the development of the Kankesanthurai Port (KKS) with the assistance of the Indian Government.
The discussion was held this morning (03) at the Ministry premises under the leadership of Minister of Energy, Ports and Civil Aviation, Anura Karunathilaka.
A delegation representing the Indian Government, including Indian Deputy High Commissioner to Sri Lanka Maitrey Kulkarni, participated in the discussion.
Deputy Minister Janitha Ruwan Kodithuwakku, Ministry Secretary W.W.S. Mangala, the Chairman of the Sri Lanka Ports Authority, officials of the Ministry, and relevant officials from the Ministry of Foreign Affairs also attended.
Special attention was given to issues concerning the proposed MoUs, with both sides holding extensive discussions and reaching agreements on several matters.
The development of the Kankesanthurai Port is expected to further expand passenger and cargo transport services between Sri Lanka and India.
It has also been proposed to establish a Joint Monitoring Committee and a Technical Committee to oversee and monitor the implementation of the project.
The Indian delegation agreed to present the progress of the discussions to the Indian Government at the earliest and obtain a final decision promptly.
The project is expected to strengthen maritime connectivity between India and northern Sri Lanka, improve port infrastructure in the Northern Province, and boost regional economic activity.
The Ministry also stated that the people of the Northern Province are expected to benefit from the project.
In February 2026, following an inspection of the current condition of the Kankesanthurai Port, Minister Anura Karunathilaka instructed ministry officials and the management of the Sri Lanka Ports Authority to take the necessary steps to commence the project as soon as possible.
At the time, the Minister also stated that steps would be taken to sign the relevant MoUs within a short period.
