
The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has announced that administrative penalties will be imposed, as applicable, on persons who submitted their Annual or Post-Retirement Declaration of Assets and Liabilities after the prescribed deadline of June 30, 2026, and on or before August 31, 2026.
The Commission said the applicable penalty will be determined having regard to the number of days by which the submission was delayed.
However, the Commission has decided to provide an opportunity for the persons concerned to submit written reasons, supported by relevant documentary evidence, if any, explaining why an administrative penalty should not be imposed for the delay.
Accordingly, in terms of Section 80(1) of the Anti-Corruption Act, No. 9 of 2023, the Commission said any person required to submit a Declaration of Assets and Liabilities who submitted the declaration after the prescribed due date is being given an opportunity to show cause as to why an administrative penalty should not be imposed in respect of the delay.
The person concerned must submit, in writing, the reasons for the delay together with any supporting documentary evidence, if available, to the Commission to Investigate Allegations of Bribery or Corruption on or before September 30, 2026.
The Commission said the written submission must mandatorily include the National Identity Card (NIC) number and telephone number of the person making the submission.
The Commission further said that failure to submit the reasons for the delay, together with any supporting documentary evidence, on or before September 30, 2026, will be considered a failure to show reasonable cause for the delay.
In such an event, the administrative penalty applicable to the delay will be imposed in accordance with the applicable provisions of the Anti-Corruption Act, No. 9 of 2023, the Commission said.
The Commission has also specified that “Reasons for the delay” should be indicated as the subject of an email submission.
For submissions by post, “Reasons for the delay” should be indicated on the top left-hand corner of the envelope.
