The Welfare Benefits Board has published the list of newly eligible beneficiaries under the second phase of the Aswesuma Welfare Benefits Programme, introducing a QR code system to enable the public to easily check their eligibility.
Applicants can scan the QR code or visit the Board’s official website, www.wbb.gov.lk, to check whether their names have been included in the list. Further information can also be obtained by calling the hotline on 1924.
The updated list was published following the revision of information relating to families and individuals who received benefits under the first phase of the programme.
The Welfare Benefits Board stated that the lists had been published in accordance with Section 11 of the Welfare Benefits Act No. 24 of 2002 and are currently displayed at all Divisional Secretariat and Grama Niladhari offices across the country.
The publication of the newly eligible beneficiaries' lists is scheduled to take place in two phases, with the second list expected to be released in November 2026.
Families and individuals who are not included in the published list, or who are dissatisfied with the benefit category assigned to them, can submit appeals. Members of the public can also lodge objections if they identify individuals who are considered ineligible but have been included in the list.
Appeals and objections can be submitted online through www.eservices.wbb.gov.lk or via authorised communication centres.
Alternatively, application forms can be downloaded from www.wbb.gov.lk or obtained from the relevant Divisional Secretariat, Grama Niladhari officer or Aswesuma Development Officer. Completed applications must be handed over to the Welfare Information Unit of the respective Divisional Secretariat.
Applicants submitting appeals are required to complete the main application form together with Forms A and B, while public objections must be submitted using the main application form and Form C.
The Board has clarified that each appellant is permitted to submit only one appeal, while public objections can be lodged anonymously.
It has also emphasised that appeals and objections sent directly to the Board's head office by post, email or other means will not be accepted.
Applicants must have an active mobile phone number during the application process. Those who have changed their mobile numbers are required to update their details through the relevant Divisional Secretariat.
The deadline for submitting appeals and public objections is November 11, 2026.
