One person was killed at Manalkadu, Point Pedro when police had opened fire on a lorry carrying sand which disobeyed order to stop, police spokesman said.
The incident took place at around 5 pm on Sunday afternoon.
A tense situation also erupted near the Point Pedro police following the incident, Ada Derana reporter said.
The remains of the deceased are kept at the Jaffna hospital.
