The Speaker of Parliament, Dr. Jagath Wickramaratne, informed the House today that the Supreme Court has ruled the Convention on the Suppression of Terrorist Financing (Amendment) Bill is fully consistent with the Constitution of Sri Lanka.
Addressing Parliament this morning (19), Dr. Wickramaratne stated that he had received the Supreme Court’s determination following a challenge brought under Article 121(1) of the Constitution.
He noted that the Court concluded the Bill, in its entirety as well as in each of its provisions, is not inconsistent with any provision of the Constitution.
Meanwhile, in terms of Article 121(1) of the Constitution, the Speaker also informed Parliament that he had received the Supreme Court’s determination in respect of the Bill titled “Financial Transactions Reporting (Amendment)”, which was also challenged under Article 121(1) of the Constitution.
The Supreme Court has determined that the Bill may be passed by a simple majority of Parliament, except for Clause 22 and Clause 39, which must be passed by a special majority of Parliament.
However, if Clause 22 and Clause 39 are amended as proposed by the Court, those clauses too may be passed by a simple majority of Parliament, he said.
