
The Cabinet of Ministers has granted approval to initiate the implementation of the “Post Ditwah Cyclone Renovation and Livelihood Assistance Project” with financial assistance from the Asian Development Bank (ADB).
The Ditwah cyclone, which struck Sri Lanka in November 2025, caused extensive damage to national infrastructure facilities such as highways, railway tracks and irrigation systems, as well as livelihood, economic activities and households.
According to the post disaster requirement estimation carried out in this connection, approximately damages of USD 2.1 billion as well as USD 1.4 billion losses have occurred and it was estimated that the restoration requirement to be approximately USD 3.5 billion.
Therefore, considering the emergency restoration requirements and adhering to the call of the government of Sri Lanka, the ADB has consented to provide funds to execute a project named ‘Post Ditwah Cyclone Renovation and Livelihood Assistance Project’.
The project is planned for execution under three key components as renovation of highways infrastructure facilities that were devastated by the cyclone, reconstruction of irrigation systems damaged by the cyclone and restoration of livelihoods and housing grants.
Accordingly, the Cabinet of Ministers approved the resolution furnished by the President in his capacity as the Minister of Finance, Planning and Economic Development to obtain USD 100 million from permanent general capital resources and another USD 100 million from concessionary general capital resources, to be a total of USD 200 million.
