The Cabinet of Ministers has approved a proposal to publish a new circular introducing revised regulations and guidelines for the admission of children to Grade 1 in government schools, effective from 2027.

According to the government, circular instructions governing Grade 1 admissions are issued annually. The new framework aims to ensure equal and fair access to education, enhance transparency in the admission process and minimize irregularities.

The revised circular has been formulated after considering recommendations and observations from the Commission to Investigate Allegations of Bribery or Corruption, the Human Rights Commission of Sri Lanka, school principals and education authorities, according to a statement issued by the Department of Government Information. The proposed changes also take into account ongoing education reforms.

The proposal to implement the new admission guidelines from 2027 was submitted by the Prime Minister in her capacity as Minister of Education, Higher Education and Vocational Education. Accordingly, the Cabinet has granted approval for the issuance of the new circular.

The updated guidelines are expected to strengthen fairness and accountability in the Grade 1 admission process across government schools in the country, the Department added.
